DANDALIN SIYASA ON-LINE FORUM RAPPATEURS REPORT ON THE 5TH ANNIVERSARY,
TAGGED “GUSAU 2013” HELD ON 7TH AND 8TH
DECEMBER, 2013 AT J. B. YAKUBU SECRETARIAT,
GUSAU, ZAMFARA STATE.
Introduction:
Dandalin Siyasa on-line forum which is a non-profit
making and non-political organization organizes
meetings on annual basis to review the forum’s
achievements of the preceding year and discuss
ideas, capable of moving the forum forward, burning Nsational issues, and exchanging views and
opinions during the conference.
Papers were
presented and discussed in an open forum. The
annual general meeting also paves way for members
to meet outside social media. This year’s meeting
takes place in Zamfara State, therefore, delegates started arriving Gusau, the capital of Zamfara State,
the venue of the event on Friday the 6th December,
2013. Members visited Gusau Central Prison as well
as paid courtesy call to His Royal Highness, the Emir of
Katsina-Gusau and orphanage home. Gala night was
held in the night at City King Hotel, Gusau. Proceedings:
Saturday’s programme started with an opening
prayer by Dr Ibrahim Mai Bushura at 10:52am.
Thereafter, the Chairman, Local Organizing
Committee, Zamfara State chaprter presented a
welcome address in which he welcomed delegates to Gusau 2013 Annual General Meeting.
The Right Honorable Speaker, House of Assembly,
Honorable Aminu Tambuwal who was represented
by Honorable Kawu Sumaila presented a goodwill
message. He assured the support of the Honorable
Speaker in all the activities of the forum. Earlier in his speech, the Governor of Kano State, His
Excellency Engineer Rabiu Musa Kwankwaso,
represented by the Secretary to Kano State
Government Alhaji Rabiu Suleiman Bichi expressed
appreciation in the activities of Dandali On-line forum.
He used the opportunity to briefly enumerate some of the achievements of Kano State Government. At
the end, the Secretary to the State Government
officially tendered the Governor’s request to host
next year’s general meeting in 2014.
In his remarks, the National Chairman, Dandalin
Siyasa On-line Forum, Pharmacist Hashimu Ubale Yusuf traced the historical development of the forum
from its inception to the present time. He stated that
the first meeting was held in 2009 at Mambayya
House, Kano; second meeting took place at Gamji
Park, Kaduna; third meeting was in Sokoto, then
Dutse in Jigawa State and the fifth in Gusau, Zamfara State. According to him, as at now the forum is
blessed with prominent personalities such as the
Deputy Governor of Zamfara State and the Secretary
to the Kano State Government among many others.
The Chairman extended the forum’s appreciation to
all members who contributed towards the successful hosting of Gusau 2013 Annual General Meeting. At
the end, Hashim Ubale called on the members of the
National Assembly to be very cautious in restraining
online users to exercise their fundamental human
right as enshrined in the constitution of the Federal
Republic of Nigeria. Presenting his speech, the Governor of Zamfara State
Alhaji Abdul-aziz Yari Abubakar who was
represented by his Deputy Alhaji Ibrahim Wakkala
maintains that the importance of this forum cannot
be over-emphasized. He therefore, called on the
members of the Dandali Foundation On-line Forum to put more efforts in ensuring that north regain its lost
glory. He then highlighted some of the achievements
recorded by his administration which include sales of
fertilizer at subsidized price; payments of fees for
qualifying examinations; feeding pupils in primary
and secondary schools; and rehabilitation of both state and federal roads among others. The
representative of the Governor then urged members
to remain committed, united and resolute in
restoration of good governance in Nigerian polity at
all times.
First paper presentation by Dr Sa’idu Ahmad Dukawa titled “Northern Nigeria and the Discourse on
National Conference”.
Major points discussed in the paper are:
The myriad problems in Nigeria include corruption,
insecurity, injustice, lack of infrastructure, and
election malpractice among others. Major problems that are so particular in Northern
Nigeria are, poverty, educational backwardness,
insecurity, and illiteracy.
Outlines “SWOT” - (Strength, Weaknesses,
Opportunities and Threats). The analysis is indeed a
food for thought for the discussions and strategy of Dandali Group.
Inherent contradiction in the idea on the proposed
conference by Goodluck Ebele Jonathan whether it is
going to be national or sovereign.
North is economically disadvantage which is as a
result of leadership failure. Suggestions:
Need for a collective aspiration and agenda for the
region before the national conference
North must ensure that the representative to the
conference must be by local government not religion,
region or ethnic nationalities. North must insist on Federal character before south-
south can have 50% of petroleum revenue.
Need for Dandali to consult all stakeholders to
enlighten them on the disadvantage position of the
nation.
The presenter is in support of the conference since it is unavoidable. North must participate with collective
agenda.
Second paper presentation by Nasiru Wada Khalil
titled “Virtual Communities of Interest and Political
Economy of Nigeria: Remarks on the Role and
Outcomes of Hausa Social Networks”. Major points discussed in the paper are:
Outline various types of online Hausa social forums
The existence of social media, change the people
outlook about government and how they relate with
their people.
The paper traced the history of media usage in northern Nigeria.
It explains the role of social media in society such as
information sharing, education/indoctrination,
means of self expression and a chance for its users to
reach out.
The paper argues that ethnicity, regionalism, religious differences are the major determinant of
online social group members.
Policy makers abhor social media because it gives
unrestricted means of information gathering and
exchange which is the most effective tool in bringing
about transparency and accountability. Suggestions:
The forum needs to be pro-active
The forum needs to be focus and agenda setters for
the government.
There is also the need for the forum to be watchful of
government influence in order to maintain their impartiality, objectivity and independent status.
Comments/Contributions/Questions
No patriotism in northern Nigeria. People should
therefore be patriotic
Selfish interest and greediness is one of the major
causative agents in poor leadership particularly in northern Nigeria.
Northern part is confronted with numerous problems
and as such where do we go from here?
We should learn how to elect qualitative leaders who
would promote our aspirations.
The influence of social media cannot be over- emphasized. Apart from information sharing,
enlightenment and entertainment, it also contributed
immensely in Middle Eastern uprisings.
No consensus leader in the whole of Arewa but, with
the emergence of Dandali On-line forum, there is
hope for Northern Nigeria to regain its lost glory. People in the north should not be afraid to participate
at the proposed national conference. People should
go with open minds to discuss issues freely. Response by presenters:
1. Dr Saidu Ahmad Dukawa: Shed more light on the
abundant natural and human resources endowed in
the northern part especially population and
economy. Those who want Nigeria to be divided
from the north are responding from southern pressure. Northern leaders do not empower people
like what previous leaders such as Sardauna did.
They don’t want the country to be divided because
they want to sustain themselves in power. Ibrahim
Babangida, Abacha, Obasanjo did similar exercises to
maintain power. The same thing President Ebele Jonathan has embarked upon.
2. Nasir Wada Khalil: Called on members of the forum
to be very vigilant on government domination about
the activities of the forum and to be wary on the
postings of government activities in the forum
because of their own interest. We must keep vigilant, focus and maintain our interest.
Vote of Thanks
Malam Umar Sa’id Tudun Wada urged members to
work hard in promoting the activities of the forum.
He said the postings on the forum are very
encouraging, they indicate that our efforts are not wasteful. He thanked everybody for their resilience
and patience throughout today’s deliberations. And
this is because of the situation the north and Nigeria
has found itself and the need to have solutions to our
numerous problems.
Lastly the Secretary to the Government of Kano State Alhaji Rabiu Suleiman Bichi said he has listened to all
deliberations and he understood them perfectly but,
the policy decision Kano has taken over the national
dialogue not to participate has been commendable
on so many grounds. Namely among which is just a
waste of time and resources. Besides, there is scarcity of leadership in the north and also the followers do
not believe in the leadership which is supposed to be
a mutual trust between the leaders and the followers.
The national dialogue has history of dividing
Nigerians and the committee itself is led by
questionable characters that in their past activities, they were found to have intention of dividing the
country in a coup and also the committee is
composed of characters that are not patriotic to
Nigeria as such Kano would not participate. The
South-West also indicated similar concern and
General Buhari our leader, has clearly come out criticizing such fora.
Other Matters Arising
Four additional members were incorporated into the
membership of Board of Trustees. These members
are: Alhaji Ibrahim Wakkala; Alhaji Rabiu Suleiman
Bichi; Senator Isah Yahaya Zarewa; and Malam Ahmed Sajo.
The Deputy Governor of Zamfara State led members
in prayer for Saleh Dakata who had accident and
being hospitalized in Kano.
Zamfara State Government is of the opinion that
National Conference is not in any way the solution to the numerous national problems. Communiqué on the 5th Anniversary of Dandalin
Siyasa On-line Forum, Theme “Northern Drawing
Board: Who Leads The Way? Held on 7TH and 8TH
December, 2013 at J. B. Yakubu Secretariat, Gusau,
Zamfara State.
Communiqué: At Dandali 5th anniversary forum tagged “Gusau
2013” held on 7th and 8th December, 2013, major
burning national issues were identified and
discussed amongst which include: Anti Cyber
Proposed bill by the National Assembly; National
Conference/ Dialogue and Socio-Economic Challenges bedeviling Northern Nigeria.
The forum observed with regret that, the anti-cyber
critic Bill, is undemocratic, unconstitutional and
outright infringement on people’s fundamental
freedom of self expressions in a democratic setting.
As such it will and most be resisted by all concerned. On National Conference/Dialogue, the forum believed
that it is never a solution to Nigeria’s socio-economic
and political crisis, hence, the forum calls on National
leaders to rescind the decision and be popular on
policies amongst Nigerians.
Major Challenges of the North were identified as poverty, lack of education, political rights, Security
and Civic Education especially through social media.
Other major observations noted are:

veritable instrument of civic education for the average Northerner.

Based on the aforementioned observations,
recommends as follows: 1. There is need for the 19 northern states to take
pro-active measures in tackling socio-economic
problems bedeviling the region.
2. There is need for concerted effort from all and
sundry, to find a lasting solution to the lingering and
deadly security problems in the region. 3. If the region must attain the up-coming national
conference, there is need for the region to go with
common sets of agendas.
4. As 2015 general election is approaching, we
recommend massive voters education in the region.
Civil societies, NGOs and government need to design robust measures in order to enlighten the general
public on how to stop rigging and other mal-
practices during elections.
5. We also recommend that, National Assembly
members from the North must make sure the anti-
cyber critic bill is not passed. We believe it is unconstitutional and undemocratic and cannot stand
a taste of time.
6. We also urge both the Federal Government and
ASUU to quickly resolve their differences so that
students can go back to classes.
7. The forum wishes to extent its heartfelt condolence to the people of South African
Government and Africa in General over the death of
Nelson Mandela.
8. Lastly, the forum is immensely very grateful to the
Government and people of Zamfara State for their
wonderful reception and hospitality.

ADDRESS BY HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF ZAMFARA STATE, HONOURABLE ABDUL’AZIZ YARI ABUBAKAR, SHATTIMAN MAFARA, MADE AT THE ANNUAL NATIONAL CONFERENCE OF DANDALIN SIYASA ONLINE FORUM, ON FRIDAY 7TH DECEMBER, 2013
It is a source of pleasure for me to address this gathering of members of the online discussion group of Dandalin Siyasa who are here in Zamfara State for the 2013 annual conference of the group.
2. I understand that this is the 5th conference since the creation of this forum. Over the years, Dandalin Siyasa has provided an invaluable platform for evaluation of public policies and appraisal of day to day operations of governments in Nigeria. It has gained prominence for debating issues of concern to the northern part of the country, where it draws most of its membership, and the country as a whole.
3. I believe this group is driven by the passionate desire of its members for strengthening our democracy and building a prosperous Nigeria which will occupy its proper place on the continent and on the global arena. Gladly, the online activities of forums such as yours have begun to bear fruitful results. Today, more than any other time, our people have embraced the online social media as a means of drawing the attention of governments and policy makers to issues that will strengthen democratic governance and speed up development. I must therefore commend the foresight of the founding fathers of this group, Malam Shehu Mustapha Chaji along with his committed friends, which led to the formation of the group. It is my hope that it will continue to inspire leaders at different levels to be more committed to issues of development and inject in the youths who are expected to assume greater leadership responsibilities in the future skills that will help them develop a clear vision for their communities and the country.
4. I would like to call on the group to concentrate more efforts in propagating those values that would facilitate the reawakening of the north so as to regain its lost glory. There is no better time for this than now, considering the clamour from various quarters for re-evaluation of our federal system. We in the north cannot and will not play a second fiddle in the Nigerian federation. If we are to restore the glory of the region we must have a united front on crucial issues like the proposed National Conference irrespective of party, ethnic and religious differences.
5. We in Zamfara State are of the opinion that the proposed National Conference is not a panacea to the myriad of problems bedevilling our polity. We don’t need a National Conference to address the problem of acute shortage of electricity; We don’t need such conference to address the lingering crisis in our education sector. We don’t need the conference to address the nagging issue of security across the federation. A conference need not be held before we could tackle the issue of corruption in this country. We also don’t need a conference to address the issue of organised oil theft. We in fact don’t need a conference before we realise the need to be fair and transparent in sharing the revenues accruing to the Federation Account. We already have a democratic constitution and democratically elected leaders in place.
6. All we need in this country is for the leadership to be purposeful and fully alive to its responsibilities. All we need is to abide by the rules of the game; respect the provisions of the constitution and always be mindful of the fact that we are servants of our people and not their overlords.
7. As you are holding this event here in Zamfara State, it will not be out of place for me to recount to you some of the modest achievements recorded by our administration within the past two and a half years. The reason for our emphasis on provision of infrastructure is the fact that Zamfara State is basically a rural state which needs to be opened up for wider development opportunities through the provision of infrastructure. In addition to the colossal investment made by the government in roads construction, modest achievements have equally been recorded in education, health, water supply and agriculture:
Zamfara State is the only state throughout the federation that sells fertilizers at a heavily subsidised rate of N1000 per bag. This policy started from the inception of our administration and we intend to sustain it throughout our tenure;
Every year, the State Government spends over N400 million for payment of NECO and WAEC examination fees for all final year secondary school students of the state;
In addition to completion of construction of hostels and classrooms which we inherited from the immediate past administration, our administration has rehabilitated all boarding secondary schools under the Ministry of Education and provided beds, chairs and mattresses for the students;
The State Government spends an average of 188 million naira monthly for feeding of pupils and students across the state. This is in addition to provision of an average of ten thousand bags of assorted grains every month for schools;
We have completed the construction of the multi million naira Yariman Bakura Specialist Hospital, Gusau;
We have upgraded some Primary Health Centres across the state to the status of General Hospitals. This is in addition to construction of additional structures for the hospitals at Maru, Talata Mafara and Bakura;
Our administration has rehabilitated some federal roads stretching over 222.5 kilometres across the state within the past 2 years. These roads are:
Mayanchi- Anka- Daki Takwas- Gummi to Sokoto border;
Gusau- Kasuwar Daji- Kaura Namoda- Dauran- Zurmi- Gidan Jaja
We have constructed a number of road networks across the state:
75.9 kilometre Wanke- Danjibga- Kucheri road;
128 kilometre Magami- Dan Gulbi- Dan Kurmi- Sabon Birni- Bagega- Anka road;
75 kilometre Talata Mafara- Rini- Janbako- Boko road;
42 kilometre Tashar Awwali- Kagara- Garbadu- Sauna- Talata Mafara road;
11 Kilometre, Yandoto- Shemori- Mada road;
14.5 Gummi -Fass road;
33.5 Gummi- Gyalange- Bardoki- Gayari;
Equally, under the State and Local Governments Joint Account we have embarked upon the construction of township roads across all the 14 Local Government Areas of the state. A minimum of 20 kilometres would be constructed in each Local Government. This is in addition to the urban roads already executed in Gusau and Talata Mafara.
8. Before I conclude, I would like to call on you to remain committed to your mission of bringing about social change through online activities. You should use this conference as a platform to further cement your solidarity and renew your commitment to carry on with this all important social calling. I would also like to assure you of the support of Zamfara State Government in the pursuance of your objective of promoting good governance at all times.
9. It is now my pleasure to declare this 5th National Annual Conference of Dandalin Siyasa online forum open. I wish you successful deliberations and God’s guidance throughout.

Dandalin Siyasa Online is the first ever online political discussion forum in the Nothern Nigeria which was established on Yahoo Groups in the year 2008 by Comrade Shehu Mustapha Chaji who was for a very long time thinking a way to re-orient the Youth in our society about the true leadership.
The first anniversay of Dandalin Siyaya took place in Kano in the year 2009, it was indeed a memorable event which later became a kind of general assembly, because faces has met faces; the names that people have been reading in your emails for long time now you meet in reality, that was what creates alot of enthusiasm among the members to continue the battle.
However, the subsequent events in Kaduna, Sokoto and Dutse in 2010, 2011 and 2012 resepctively, were also very much encouraging due to the increasing membership and the callibre of membership which includes former Governors, Ministers, Commissioners, Politicians, Professions, Academicians and what you can not even think of; having these kind of individuals in a Forum generate alot of intellectual debates which affects the political development of the Country.
The Gusau event as we are about to witness would greatly follow the trend, though when the Central Organising Committe went for a courtesy visit under the leadership of Barrister Abdullahi Imam to His Excellency the Deputy Governor of Zamfara State Malam Ibrahim Wakkala who has was an actiive member of Dandalin Siyasa Online has stated that” Insha Allah the Gusau 2013 as the event was tagged would be the best ever Dandalin Siyasa event”.

Domin samun nasarar taron, an kafa kwamitoci biyar wadanda za su hada hannu da karfe domin ganin kwalliya ta biya kudin sabulu. Kwamitocin su ne; babban kwamitin tsare-tsare da na kudi, da na gabatar da makalu, da na tarbon baki da tsaro da kuma kwamitin yada labarai wadanda duka za su gudanar da ayyuka daban-daban.

Sauran su ne; Injiya Sani Umar, da Sadik Imam, da Hajiya Jamila Sani da Ahmad Salisu Isyaku da Abdulrahman Ringim da Dakta Bashir M, da Abdulkadir Sardauna da kuma Dakta Umar Tanko Yakasai.

A taron an tsara za a gabatar da muhimman kasidu da makalu daga bakunan masana ilimi, matsaloli da siyasar Arewa wadanda duka mahalarta taron za su amfana daga rumbun iliminsu ta yadda za a ga matsalolin Arewa a zahiri da hanyoyin magance su.
A tattaunawarsa da LEADERSHIP Hausa, shugaban kwamitin yada labarai na babban taron na Gusau 2013, Urwatu Bashir-Saleh ya bayyana cewar taron ya zarce ya kuma shiga gaban sauran tarukan Dandali da suka gabata.

A bisa ga yadda yake son ganin taron ya zama ya kuma kasance ya bayyana cewar "Fatarmu ita ce taron ya fito da tarin matsalolin da suka dabaibaye Arewa da yadda za a yi maganinsu. Haka ma fatarmu ce mu ga an tattauna, an yi musayar ra'ayi tare da fito da al'amurran da ke gaban yankin Arewa da batun kwato 'yancinta tare da nemo hanyar dawowa da kwarjini da marbatar yankin da aka sani a baya. Haka ma zan so taron ya zama manuniya da aika sakon musamman ga shugabanninmu." Ya bayyana.
Game da hanyoyin da Dandalin ke bi wajen isar da sako ga masu rike da madafun iko; shugaban kwamitin wanda yana daya daga cikin masu kula da Dandalin Siyasa, hasalima wanda ke fadi tashin ganin lamurran Dandalin sun tafi yadda ya kamata, ya bayyana cewar "Akwai hanyoyi da yawa na isar da sako, bayar da shawara ko korafi ga Gwamnati. Daya daga cikin hanyoyin shi ne ta duniyar gizo. Kasancewar Dandalin Siyasa mahada ce da ta tattara mutane da dama, akan baiwa Gwamnati shawara akan abin da ta yi bisa kuskure ko abin da ya kamata ta yi wa al'ummarta."
"Haka kuma Dandalin Siyasa yana da matukar alfanu da tasiri wajen bayar da shawarwari ga masu mulki wadanda jami'ansu da masu ba su shawara ba su hankaltar da su akai, amma a Dandali sai ka fadi ra'ayinka ko shawara kamar dai yadda dokar Nigeriya ta bayar da damar 'yancin fadin albarkacin baki. Kamar kuma yadda aka sani Dandali yana kunshe da masu ra'ayin siyasa kala-kala, hakan ya kansa a yi adawa, a fafata tare da sukar juna domin zaburarwa ga siyasar kasa da su kansu 'yan siyasar. Duka a cikin Dandalin Siyasa ne ake gayawa Gwamnati bukatu da matsalolin jama'a, musamman wadanda ba su da dama ko hanyar da za su isar da sakonsu ga Gwamnatin da take mulkarsa."
To ko baya ga wannan ko akwai wani alfanu da al'umma ke amfana daga Dandalin Siyasa? Ita ce tambayar da LEADERSHIP Hausa ta yi wa matashin Bakanen ya kuma amsa da cewar "Kwarai kuwa baya ga Dandalin Siyasa na duniyar gizo, haka ma muna da Gidauniyar Tallafawa ta Dandali wadda muka kira "Dandali Foundation" wadda kuma ke da rajista da hukumar yi wa kamfanoni da kungiyoyi rajista. An kuma kafa Gidauniyar ne domin bayar da taimako da tallafawa mabukata. Daga cikin ayyukan da Gidauniyar Dandali ta sanya a gaba akwai ziyara da bayar da tallafi ga masu cutar yoyon fitsari mukan kuma ba su kyautar sutura, da sabulai da omo. Haka ma mukan bayar bayar da taimako ga daurarru a gidajen Kurkuku. Baya ga wannan a lokuta da dama Gidauniyar Dandali kan kai gudunmuwar kayan sakawa, abinci, da sutura ga mutanen da suka fuskanci ambaliyar ruwa, baya ga wannan akan kuma taimaki manbobin Dandali da suka samu kansu a wani hali na jajantawa.

Koma dai yaya ne yayin da Dandalin Siyasa ya shirya tsaf domin tattauna matsalolin Arewa a wannan babban taron, abu mafi muhimmanci shi ne akwai matukar bukatar siyasar nunin yatsu ta zama tarihi a Arewa gabanin zaben 2015, domin tunkarar zaben. ADDRESS BY THE SECRETARY TO THE KANO STATE GOVERNMENT AT THE 2013 ANNUAL GENERAL MEETING OF DANDALIN SIYASA HELD AT GUSAU, ZAMFARA STATE ON SATURDAY 7TH DECEMBER 2013.

In the name of Allah, the compassionate and the merciful. May His blessings be upon our exalted Prophet Muhammad, SAW.
I am delighted to have the opportunity to represent His Excellency Gov. Rabiu Musa Kwankwaso of Kano State at the Annual General Meeting of one of the most important social media forum of our time, the Dandalin Siyasa. I am delighted to be among this gathering, more so because it signifies our part of the world has accepted the current trend, which involves converging online to deliberate and define What could be beneficial to us, what challenges us, how it could be remedied and all other benefits that could be derived there from. This anniversary is a proof of how far we have come in that respect. I am honored to be part of this board and will try to steer the course of this forum in the right direction, as one of its board of trustees members.
The Dandalin Siyasa as an important medium of mass communication has indeed come of age and has remained one of the best veritable mechanisms of appraising the State and its instruments, the Society and happenings within it as well as the economy and its dynamics. It is in fact a source of guidance and insight to policy makers, politicians, administrators and statesmen who, in their quest and determination to serve their people in the best of ways, believe in the need for feed back or objective assessment of their actions, decisions or policies.
In Kano State the administration of Gov. Rabiu Musa Kwankwaso is premised upon the principle of serving the people credibly and to develop Kano State in all sectors. Being a cosmopolitan State and the most populous in the Nigerian Federation, the need of concerted and well informed approach to development is of paramount significance to the administration. We evolved mechanisms of measuring the pulse of the society in terms of the needs and requirements of citizens, their state of appreciation of government’s decisions, programs and policies and their views on how they should be governed. One of our sources of credible input in decision making is Dandalin Siyasa and of course other online social media forum.
The objective assessment and the quality of contributions and commentaries by participants, their objective disposition to matters bordering on the overall common good and above all, the level of intelligence of the participants, which in our judgment, is exemplary, encourages us to from time to time, adopt some of the advises and positive criticism in implementing some of our programs. It will suffice to illustrate this point by making a reference to a particular episode involving the conduct of a Judicial Officer in Kano State who misappropriated the estate of a deceased to the detriment of heirs. Our administration monitored the commentaries on Dandalin Siyasa and pursued the matter appropriately to logical conclusion. Dandalin Siyasa is arguably a very important social media network committed to the development of the Nigerian State, particularly the northern part of the country renowned to have an excellent history of politics, administration, trade and commerce as well educational scholarship.
The administration of Kwankwasiyya under Gov Rabiu Musa Kwankwaso which you coined RMK, is one of the state that runs the most transparent Government in the country. This can be attested to by the way and manner that all Government policies and decisions are published online and in national dailies as well as archiving such meetings on our website. In addition we have carried out biometric data on all civil servants including local Governments and judiciary. Kano state is also the first state that has introduced e-payment on all government transactions, and consistently enforce it. You may recall that even the CBN recognized and give the Governor an ward for this. Our government has taken education seriously. In fact our investment in education has consistently surpassed the Unesco recommend figure of 26% appropriation in the budget size to 31% for the last 2 years. Apart from the infrastructural development in the sector over 2000 students have been sponsored for both undergraduate and postgraduate studies at home and overseas. In the field of empowerment over 300,000 women and youth have so far benefitted directly from government programs under CRC, Lafiya Jari, and the 23 skills acquisition and capacity building institutes. Statistics have shown that this translates to 3million job creation.
On infrastructure work on the famous wuju wuju and Sabon Gari flyover bridge which were recently awarded has started, in addition to the expansion of the 5 major entry roads into Kano, the flyover at silver jubilee roundabout, interlock paving of all our streets, traffic and street lights as well as the 5 km dualised roads in all the 44 local governments areas. Time will not permit me to recall all our achievements in the last 2 and half years, but those who leave or visit Kano will attest to the transformation going on. The ongoing construction works at Kwankwasiyya, Amana and Bandirawo cities is approaching completion.
Permit me to however, observe that not all the commentaries and opinions expressed by participants are objective and well informed. Social commentary that is solely based on views and analysis from the standpoint of the observer, are often times subjective and sentimental. The process of governance and the art of politics and administration require in-depth participatory observance or meticulous scientific research in order to enable one unravel the dynamics of governance, politics and administration. The study of the environment is central and critical to understanding the complexity of politics and governance.
Statesmen and administrators are guided by certain codes for their official conducts. They operate within the ambit of the laws of the society, which could rather be termed operational constraints or overriding public interest. What could ordinarily be considered to be in the interest of the citizens if put forward may, from the point of view of the law, be illegal to uphold.
It is in this light that I want to ardently implore upon the multitude of our intelligent participants and commentators to strive to strike needed delicate balance between discerned societal needs and requirements on the hand and the provisions of the law pertaining to the leverage and limits of statesmen and administrators. It is imperative to stress that while it is obligatory for leaders to meet the yearnings and aspirations of citizens, it should equally be appreciated that such needs can only be accommodated in accordance with societal laws and in some cases, its norms and values and often times, in line with the overall public interest and available resources. The need for objective assessment of situations and the postulation of recommendations is thus of paramount significance on the part of social media commentators, especially those participating in Dandalin Siyasa.
Finally, I want to restate my sincere gratitude to Dandalin Siyasa for the honor done to me and to my State, Kano. I pledge my support to the course and my commitment to the development to the network towards strengthening it into a strong and veritable source of credible information and data that will guide statesmen, policy makers and administrators in their efforts at charting effective road maps for the development of their respective domains.
While appreciating what happened in Gusau, you will like this gathering to be jn Kano at the next anniversary, to show case the effort of this government in rebranding kano, and charting for it anew course. I extend the goodwill of His Excellency the Executive Governor of Kano State to this esteemed gathering as I request this AGM to grant my state the hosting right of next year's AGM (ISA).

How biotechnology can boost livestock production
Livestock account for one-third of Nigeria’s Agricultural GDP, providing income, employment, food, farm energy, manure and transport. Livestock production if properly handled can boost our economy, there is the need to use biotechnology to improve the quality and quantity of meat, milk and eggs consume to feed Nigerians and even export surplus overseas.
Developing countries like Nigeria is faced with the challenge of feeding its growing population, there is urgent need to balance it rapidly with increase in agricultural productivity. The country has to look toward to enhancing its livestock productivity.
Nigeria’s indigenous animal’s especially local chickens, goats, sheep, rabbits, guinea fowls etc can yield and produce more if biotechnology is adapted in to the process. In the Northern part of the country there are local chickens in almost every household in the rural areas. The local chicken productivity has been neglected due to introduction of foreign chicken popularly known as “Agric chickens”. With the application of Biotechnology the way they lay their eggs can be improved and also to enhance their quantities in much larger numbers.
If biotechnology can be allowed to play its role in the country, health challenges that are normally encountered by our local chickens during harmattan in some cases almost all the chicken in an area is wiped away because of the harsh wealth can be addressed.
Negligence has led to low production of Goat, sheep, cattle in the country and leading to shortage of beef for local consumption as large numbers are imported into the country from our neighbours.
Livestock like rabbits, turkeys, and ducks can be produced in large quantities to compliment the normal means of providing meat and eggs, but so far no efforts are put in place by both private and public sector to increase their productivity.
If Biotechnology is commercialised in Nigeria, it will provide new tools for improving human health, welfare and increase in livestock production. And it also enhances the ability to detect, treat and prevent diseases.
